Policy Lab:  formula for creating a successful social entrepreneurship sector

September saw a lot of movement on the social entrepreneurship scene in Moldova. In addition to the Impact for Breakfast event, the Policy Lab gathered participants to exchange experiences, identify problems and challenges as well as brainstorm and discuss on the potential solutions.

Two Policy Lab events brought together 35 participants from the field of social entrepreneurship, from entrepreneurs and donors to the representatives of NGOs and state bodies.  They discussed the challenges of existing legislation, problems in the process of identifying and creating a sustainable business model, lack of legislative provisions regarding social investments and the need to inform and promote social entrepreneurship among the general public.

Olsea Plotnic from the Henri Capitant de Cultură Juridică Association led the discussion andspoke about the legislative initiative proposal. Alena Idrisova from our project partner EcoVisio presented the concept of social investments while Olena Prisiazhniuk shared the experience of Ukraine experience of development, policy advocacy and social entrepreneurship ecosystem.  

The participants drew from their experiences and exchange to come up with recommendations for the future. These included revisions of current legislation and changes to the fiscal code that would provide tax facilities and elaboration of the public procurement mechanism for social services from ÎS / ÎSI (social entreprises).Participants also highlighted the need to train young people and teachers about entrepreneurship and provide free consultation for social entrepreneurs in different areas such as organizational capacity, networking, marketing, communication with customers and partnerships.
